Fuel pump fuse absolutely no power. I bypassed it made the pump work build up pressure but the injectors are not firing. What may cause these both not to work

When putting the black charging cable on the frame/block, the Error/Trouble light comes on. When placing it on the Negative post of the battery, it works fine. When jump starting, putting the black cable on the frame/block works. Why does the charger require it to be on the battery and not on the frame/block???? I have two different chargers, and they both operate this way. I also have tried two different vehicles and they also require the charger be placed on the battery, not the frame/block.
